Up to [Development] / xfs-cmds / xfsprogs / include

move to -O1 by default, so that arch-specific code changes for IN_GET
and friends will always work.  some gcc versions miscompile xfs_db at
-O2 so we cannot go there (xfs_check fails immediately as test case).
