Change xfsdump to dump project quotas in addition to user and group
quotas. Remove xfsdump's xfsdq/xfsrq commands and instead make use of
xfs_quota's dump and restore quota commands. Bumped the required
xfsprogs version in the debian and rpm package builds to ensure
that xfs_quota will exist.

Add missing build dependencies for config.h.
Treat config.h like builddefs - it is also configure generated, and if
it doesn't exist we need to run configure to create it (like builddefs).

split out builddefs into configurable and static parts, should help in
keeping track of differences between packages.

reworked build environment for xfsdump and co. package.

This form allows you to request diff's between any two revisions of a file. You may select a symbolic revision name using the selection box or you may type in a numeric name using the type-in text box.
