Changes since 1.10: +3 -5 lines

Another approach to restoring the immutable flag at the correct
time. Also addresses some inefficiencies in restoring metadata
on files dumped in multiple extent groups and files with
extended attributes.
Back out a previous change that enabled the partial registry on single
streams. The new fix for restoring the immutable flag does not require
the partial reg for single streams.
