Merge back some spec file cleanups after investigating a mysterious
build problem for the internal SGI builds.
Merge of xfs-cmds-lbs:slinx:142673a by nathans.

  Redistribute the shell code which does the manifest to specfile file list
  conversion due to strange behavior being observed from rpm (we think).     
  Its cleaner this way anyway.
