Change to the package name for the ACL and attr development packages.
Change the devel .rpm and .deb package names so that they use a lib prefix.
Several packaging changes related to this to ensure upgrades work correctly
and dependency information isn't lost.

Build infrastructure updates so that configure options can be used to
specify paths rather than semi-hard-coded path names controlled by the
PREFIX/ROOT_PREFIX environment variables; eg. now allows /lib64 and
/lib32 as alternate library install paths, which some folks need.

initial version for reworked extended attributes build environment.

This form allows you to request diff's between any two revisions of a file. You may select a symbolic revision name using the selection box or you may type in a numeric name using the type-in text box.
