Added announcement of new tarball

 	is available.  There have been a number of updates in the CVS tree so 
	it was probably time for an update here too.  There are a number of new 
	test programs and a new tools directory for useful non-test programs.
	The first addition is rand_lines which randomizes the lines of a file.
