This adds the diagnostics scripts and commands to the OSS CVS tree.
(bugzilla 67). Ported from the IRIX diags.
Access the diags from the cmgr using the "test" commands.

Minimize redundant recursion -- target "all" should not depend on
targets "headers" or "exports" except at top level.
