rolled release number back to 1 and failsafe dependency back to
0.8 because the failsafe guys want to use an older number now,
so that when they release a better version later it can be
"version 1.0!" ...

Brought up-to-date with rhino build/rpm/Makefile.am 1.5:

first introduction
