turn off the Menu Bar in the Task Manager window which is the way FailSafe 2.0
on IRIX shipped.  In TaskManagerP.properties, adding
	TaskManager.noMenu = true

This solve the runtime error when user clicks "help" on Menu Bar.  Previously,
we just add one more html file taskManagerOverview.html without the correct contents.  See bug #797345.
