Was it a clean unmount, or is it doing journal replay?
If you do:
# mount <dev> <mtpt> ; umount <mtpt> ; time mount <dev> <mtpt>
Does the second mount take 15 minutes?

Sounds suspiciously like failing hardware to me. Any errors in
dmesg?
