I think you need:
  USE_EXTERNAL=yes
  SCRATCH_LOGDEV=somelogdevice
  TEST_LOGDEV=somelogdevice
to get the scratch and test mounts using an external log.

There are no explicit external log tests (logdev=) that I can see.
