It's not implemented/supported. If you have an external log, or wish to move to an external log, it can be done with xfs_db hackery to an offline filesystem. Very-unsupported tips for doing this were posted to the list quite a long time ago.

Very nice. Is there a way to change the xfs log size option without
mkfs.xfs (mkfs.xfs -l size=64m)?
