Which is that the xfs file system was created with the old XFS_GEOMETRY
ioctl and all the tools I have use the new XFS_GEOMETRY ioctl.

Where do I find the old headers to rebuild the tools?

Would something like 'old_xfsdump -l0 - /dev/hda2 | new_xfrestore  - .'
work?

This has more to do with the kernel you're running vs. your userspace, not the on-disk format. What kernel & userspace are you running...
