at least with JFS there is a limit too:

evil@prinz:~$ /sbin/mkfs.jfs /dev/fd0
/sbin/mkfs.jfs version 1.1.6, 28-Apr-2004
Partition must be at least 16 megabytes.

and reiserfs says:

Guessing about desired format.. Kernel 2.6.9-rc2 is running.
reiserfs_create_journal: cannot create a journal of 8193 blocks with 18
offset on 352 blocks

ext2/ext3 mkfs is working, but mounting fails (?).
