mkfs on floppy

Hello
Has anyone tried mkfs.xfs on a floppy device?
I am constantly getting -
[root@localhost root]# mkfs.xfs /dev/fd0
mkfs.xfs: cannot open /dev/fd0: Device or resource busy

message.

I am able to make ext2 on the same device.

I have made the required kernel configuration and installed -
xfsprogs-2.6.25-1

Please help.
