The problem is solved. I ran xfs_repair on the filesystem in question and it
reported in pass 7 several disconnected inodes that were moved to lost+found.
Well some of them belonged to the user in question. After taking these files
out of the filesystem the quota value for the user was correct again. So
after all the quota was probably always right but for any reason the
filesystem was in a "bad" state.
