what size is the partition?
recent mkfs.xfs are more strict about creating filesystems with even
allocation group sizes. this is particularly noticable on smaller
partitions (70 - 80MB), basically mkfs.xfs enforces a minimum
allocation group size of 4096 blocks, and only increments in iirc 4096
block increments, so if you have a 70MB partition mkfs.xfs will only
create a 64MB filesystem.
you can see if this is the case by looking closely at the mkfs.xfs
output, or at xfs_info output.
