The inode number encodes the allocation group (AG), block within the AG, and
offset to the inode--there is no interface to XFS that allows you to specify
all that info when you create a new file.

The handles encode the inode number, the inode generation number, and the
filesystem id. If you mkfs your filesystem before doing the xfsrestore then
there will not only be a change of inode number and generation number but also
of filesystem id.
