My new server is already running XFS and quota. I rsync'd files over but quota is not reserved. I had to manually enter the quota restrictions in. May I ask what do you mean by copy away?

away.  If its not XFS, you'll want to dump the quota info to a
file and restore it using setquota -- see xfsdq(8) and xfsrq(8)
in the xfsdump package which will do that for you.
