xfsdump Debian build

Hi,

I just build all the cmd-tars successfully on debian stable, except 
xfsdump-2.2.16.  I had to make my own changelog entry for the new version 
(2.2.16) and it is missing a dependency on xfslibs-dev (part of xfsprogs) for 
the new inode flag defines.

If no Debian maintainer is available let me know and I'll send a patch.
