I think it's /proc/sys/fs/xfs/restrict_chown, right?

Also, as a note, I'm using Debian kernel-source-2.4.21-1 with the
snapshots 2003-06-23_01:45_UTC and the xfs_globals.c patch dated Fri Jun
27 23:59:20 2003 which was posted on this mailing list for the benefit
of those who'd rather still use the slightly broken snapshots. The patch
fixes the problems of restrict_chown incorrectly defaulting to 0.
