Mike,

I've just checked in a fix for this problem - Steve suggested something, I
went and tried it and, woohoo, it worked a treat.  That truncate of yours
should finish immediately now and no IO should be issued.

ps: for easier testing, your program is basically the same as:
# xfs_io -f -c 'resvsp 0 10g' -c 'truncate 10g' /tmp/foo 

(using latest xfsprogs).
