The raw data is probably still mostly there, just all the directories
and inodes are likely gone.

Luckily XFS is quite good at laying out data sequentially. So with
some luck it is possible to extract the data from the raw image

e.g. when it's source code you can just use strings on the block
device for good results. If it is other data you may need to write
some program that looks for the signatures and tries to recover.
