Nice catch, we just found this.

Anyway, it seems to be related to O_DIRECT + nptl - patch1300 in
the srpm disables O_DIRECT for all filesystems.  We removed this
patch and added one that only disables it for the security-vulnerable
filesystems (not xfs).

if this patch is added back in to the mix, rpm is fine again.

Still confused, will investigate.
