Bunch of configure updates for acl/attr to allow packages to better be
kept in sync in this area, similar changes for the other packages will
happen soon. This is a no-op functionality change, just a way for me
to better keep track of differences between the individual packages.
Affects configure.in - so a "make distclean" is needed.
