It is not used by xfsdump or xfsrestore but by
xfsinvutil(8) for interactively modifying the dump inventory.
Looking at xfsdump/configure.in logs:

    check for ncurses instead of curses
    check for ncurses.h instead of curses.h and libncurses instead of libcurses

it appears that the switch to ncurses was made on Nov 7 last year.
