Was able to format the / partition /dev/hda2 as xfs and successfully tar
back all of the files.  That xfs / partition was mountable etc. as well
from the 2nd HD, /dev/sda2.  Was able to configure and run lilo.

Did you per chance install lilo in the partition instead of the MBR? If you do, lilo will overwrite the XFS superblock which lives at block 0 and thus making it impossible to mount the filesystem.


running xfs_repair will fix your filesystem by using one of the secondary super blocks. But though shall not install lilo on a xfs_partition.

Afaik you can install lilo on your swap partition. People have reported this to work.
