ACL package changes to support I18N. The German translation
(po/de.po) is mostly there, will need a few more updates from
Andreas to complete it though.
I'll start pushing the generic build-related changes through
to each of our other packages next week, once I see whether
any build fallout results from this change. Translations for
the other packages can then easily follow, if anyone is keen.
