if you change the boot line you need to change the bios to
look there too, you could experiment by setting boot=/dev/fd0
and use a floppy for the boot loader, only takes a second.

but anyway, I think it's root that you want to adjust
root=/dev/hdb1 (or whatever partition) and keep your boot=/dev/hda

just be sure the bios and lilo.conf are use the same media/mbr
to boot from.
