Can you be more specific about what fails and your setup?
This works as expected for me... and has for a long time.

That is the wrong thing to do.

This should just work (I have used the quota tools for, well,
years now this way).

I would like to understand the real problem here, and not just
hack around it like this.  There are no dependencies between
CONFIG_QUOTA and CONFIG_XFS_QUOTA and I'm not going to add one
just because userspace has a bug.

I recall Steve had a problem with detection of XFS quota for
awhile, and I think Jan changed something in CVS quota-tools
- maybe a CVS checkout will help?  I'd still be interested in 
all the details though so I can reproduce the problem here.
