The maximum inode percentage defaults to 20 or 25% of the disk space
as inodes. So the maximum number of inodes you see in df -i is a
function of the size of the filesystem.

It is possible to run out of inode space before this percentage has
been reached - inodes are allocated in 8K chunks, there may not
be space for another 8K chunk. That does not appear to be the case
here.
