chattr is a ext2 utility, but immutable/append-only are not an ext2/linux
invention, they also exist on the *BSDs, they even go further in
implementing two versions of both, a system one only available to root
and not alterable if the securelevel >= 1 and a user one which the
owner of the file may use (user append-only i can see as useful, but
user immutable is questionable).
