Patch won't apply because linux/fs/quota.c is different.
I found the TAKE message - the fix is applied to
cmd/xfsmisc/2.4.18-pre3-ac2-quotactl.patch...

So it seems to me that a 2.4.18 kernel checked out directly from CVS
still has this problem.
