this is already merged in the XFS cvs tree.

Uhm, what XFS cvs tree are you talking about? I cannot find this in the current 2.4.18 tree. A kernel checked out on 8th April still exhibits this behaviour and I just updated and linux/fs/quota.c wasn't modified...

What am I overlooking?
