mkfs 2.0+ tries to use BLKGETSIZE64 and falls back to BLKGETSIZE if that
fails, I thought this was working...

Can you run mkfs.xfs through strace to see if it's encountering any
errors?

strace -omkfs.strace.output mkfs.xfs <options>

and the output goes to mkfs.strace.output
