No offense, but that's *NOT* a good way to start.  The problem is
downloading, *NOT* the release.  ;-PPP

The the case of the latter, sorry, I don't use Windows regularly.  But
does anyone know if there is something similar to the Gnome Transfer
Manager (GTM) under Windows?  Something that works with browsers (e.g.,
I use the Galeon browser, and configure it to use GTM for downloads)?

Getright (shareware) or Gozilla (free). I use getright myself for a year or three which works for me. I don't mind paying for software if it's good.
