The XFS CVS tree is up to 2.4.15-pre7, including ext3. So the ext3
merge with XFS has already been done in CVS.

However 2.4.15 has an inode bug that breaks all(?) file systems, not
good. I can't speak for Steve Lord, Eric Sandeen or other XFS people,
but I would not want to merge XFS past 2.4.15-pre7 until this bug is
fixed by Linus.
