xfsprogs: PREFIX defaults to /usr

Hi all,

I just built and installed xfsprogs-1.3.13, and got a little surprise.
'./configure --help' shows

<snip>
  --prefix=PREFIX         install architecture-independent files in PREFIX
                          [/usr/local]

<snip>

but PREFIX actually defaults to /usr (from configure.in):

test -z "$PREFIX" && PREFIX="/usr"
prefix="$PREFIX"

<snip>

This actually rules out the '--prefix' switch altogether, so the './configure 
--help' help text probably should be changed, if this unorthodox 'prefix' 
handling is desired.

The surprise? Well, I wanted it all to install in /usr/local ...
