If you add yourself to the ftp group, it will inherit this bit.  Down in the
guts of XFS, the bit gets set, but then it checks to see if you're in the group
that the new directory will inherit... if you're not, it clears that bit again.

Anyone know where this behavior is defined for Linux?  This _is_ different
behavior from ext2, for example...
