dd fails when doing a simple dd if=/dev/sda of=/dev/sdb
sda and sdb being identical harddisks.
There are no filesystems involved. There must be a check in the
kernel when accessing anything above 2GB, even block devices, which
sounds a bit stupid to me.

I think it is the same problem the other poster has, he solved it by
switching off quota support.
