Bad permissions with SGI XFS 1.01 Redhat 7.1 install

We are installing Redhat 7.1 SGI XFS 1.01 on various machines.  We have
noticed that there are quite a few system files with wide open permissions.

This is not an issue with Redhat 7.1 directly. It does not exhibit this 
behavior.  I opened a bug report with Redhat and they said it is an issue
with the SGI installer.
