Hmm this may be that quota tools version thing, I am running:

        quota-3.01-pre7

One of the options for the quota command is this:

       -F format-name
              Show  quota for specified format (ie. don't perform
              format autodetection).  Possible format names  are:
              vfsold  (version 1 quota), vfsv0 (version 2 quota),
              rpc (quota over NFS), xfs (quota on XFS filesystem)


Autodetection seems to work for me so I do not need it. Check your
quota command has this option. If not you may need newer quota tools.
