for the curious...
this happens if debootstrap (the base system installer) fails or
aborts in the middle. before it starts installing the base packages it
moves start-stop-daemon and replaces it with /bin/true, this is to
avoid daemons being started in the chrooted environment (like
syslog). its supposed to undo that at the end, but if it fails midway
that doesn't happen obviously.
