The patches/ directory is updated by a cron job every... Saturday(?)
night, but I also sometimes do it manually to get a 2.4.x (not -preX)
snapshot before we bump up to a -preX release.

So the patches/ dir should never be more than a week old, and hopefully
also has patches for past "point" releases of Linus' kernel.

In short, it's a mix, and it may have -pre patches in there as well as
point-release patches.
