Yep, the xfs-cvs patches are designed to seed a whole CVS tree... and
if that patch above was generated on 6/21, it was probably against a
2.4.6-preX kernel.
Did you try
ftp://oss.sgi.com/projects/xfs/download/patches/linux-2.4.6-xfs-07052001.patch.bz2?
That should apply cleanly.
Be warned, though, that this stuff is all just snapshots of the
development tree, with all the usual dire warnings and caveats about
such things...
