Actually, for the "Red Hat-ish" RPMs we took the config files "as-is"
and just added the XFS bits... so it is enabled in our RPMs as well.
[sandeen@stout /]$ cd /usr/src/linux-2.4/configs/
[sandeen@stout configs]$ grep INET_ECN *.config
kernel-2.4.3-athlon.config:CONFIG_INET_ECN=y
