The last of the libtool packaging changes, hopefully - passes
QA for me. Re-establishes the link between dmapi and xfsdump
packages (xfsdump now requires dmapi to be installed, at both
build- and run-time).
Merged a couple of xfsdump and fsr bug fixes over from IRIX too,
and fixed that qa breakage Marcello reported.
