There is only a rpm and this needs xfsprogs although installed as rpm -
but I'd like to use the tar-balls.

A make install-dev in the sources for the xfsprogs tarbal will do the trick.
I think it is also installed by a make install.

It's included in the tarball, but for rpms it is splitted out so you can install a system without headers to save space.
