The boot.img file should be _exactly_ the same size as your floppy.

Don't try to copy it to the floppy, use:

$ dd if=boot.img of=/dev/fd0 bs=1440k

to make the boot floppy.

It's an image of a floppy disk, not a file that should be copied to a
floppy disk.
