There is a "README.quota" file in the xfsprogs package -
read it & follow the instructions, that should get you up
and running with XFS quota.  The man page for quotaon(8)
has some relevent info here too.

Quota under XFS is different to ext2 in a number of ways,
the above README describes the differences.
